Sex offender fails to register in Monroe County
The Monroe County Sheriff’s Department arrested a Missouri man last week for failure to register as a sex offender after moving to this area.
Police said a MCSD deputy conducted a traffic stop on a Ford Expedition at about 1 p.m. Jan. 29 on Denison Drive at Hanover Road. The driver was operating the vehicle while displaying license plates that belong to another vehicle, police said.
The traffic stop came after the MCSD had been conducting surveillance on a residence in the 8700 block of Rehmer Drive near Waterloo. This investigation began upon learning that a sex offender who was registered at an address in Missouri may be residing in Monroe County despite not having updated his offender registration.
The MCSD said Ricky L. Miller, 57, of Sullivan, Mo., was charged with two counts of failing to register as a sex offender in addition to no valid license and improper use of registration.
Police said Miller used an address in Missouri as his address on his sex offender registration form and listed a Dodge Caravan as his vehicle.
The MCSD said that due to Illinois’ Pretrial Fairness Act, which abolishes cash bail as a condition of pretrial release, Miller was released from the Monroe County Jail pending future court proceedings.
