Columbia Police
July 7 – An officer patrolling the city discovered a spray-painted obscenity on an unoccupied parked patrol car. The paint damage happened sometime between 9 p.m. the evening before and 5:30 a.m., and cost $65 to have removed. The incident is under investigation.
July 13 – Kenosha K. Taylor, 22, of East St. Louis, was arrested on a fugitive from justice out-of-state warrant on Route 3 at I-255.
Sean D. Hutton, 38, of St. Louis, was arrested for possession of drug paraphernalia at Phillips 66, 1553 N. Main Street.
July 17 – Scott L. Corbin, 37, of Columbia, was arrested on a Monroe County warrant on Old State Route 3 at Palmer Road.
July 17 – Samantha M. Slater, 23, of St. Louis, was arrested on a St. Clair County warrant.
July 18 – Brandon S. Stewart, 18, of Belleville, was arrested for possession of cannabis in the 200 block of Bradington Drive.
July 18 -Phillip C. Baldwin, 23, of East St. Louis, was arrested for domestic battery, possession of cannabis, possession of drug paraphernalia, driving while license suspended and failure to notify of a traffic crash involving damage on Columbia Lakes Drive.
Shortly after midnight, officers responded to the 500 block of Fairfax to investigate a person trespassing in a residential garage.  A homeowner reported that a white male in his 30s with a gray shirt, white shorts, and no shoes crawled under a partially open garage door asking to use the bathroom. The homeowner was smoking in his garage, and the suspect fled after the homeowner started questioning him. Officers were not able to locate the man.

Illinois State Police
July 15 – Thomas Davidson, 44, of Waterloo, was arrested for DUI and carrying a concealed handgun while under the influence of alcohol on Route 3 at Allen Street.

Monroe County Sheriff
July 12 – Mark M. Edmondson, 45, of Hecker, was charged in Monroe County with felony driving while license revoked (seventh offense). He has prior arrests for driving on a revoked license in St. Clair County in 1994, 2002, 2007, 2010, 2011 and 2013, according to court information. Edmondson posted bond and was released from county jail with a preliminary hearing set for Aug. 6.
July 15 – A report of criminal damage to property at Miles Cemetery is under investigation. A new bench was damaged by a vehicle.
July 16 – Jamylan Artis and Juliana Kavano-Mosley were each transported from St. Clair County and arrested on Monroe County warrants. Kavano-Mosley was also arrested on a St. Louis warrant.
July 17 – Deloise Harrell was transported from Madison County and arrested on a Monroe County warrant.
July 18 – Paul Sullivan, 40, of Valmeyer, was arrested for domestic battery on East Hunters Ridge in Valmeyer.
July 19 – The report of a possible sexual assault of a special needs female at a home on KK Road between December 2014 and July 2015 is under investigation.

Waterloo Police
July 13 – Brittany Hamilton, 22, of Waterloo, was cited for criminal trespass to property at Morrison-Talbott Library, 215 Park Street.
July 13 – John D. Carner, 36, of Waterloo, was arrested for assault and animal cruelty at 14 Victor Street. It is alleged that Carner swung his fist at a woman and also grabbed a dog by the neck, throwing the dog to the ground.
July 17 – Alicia Pence, 27, of Belleville, was arrested on a Monroe County warrant for failure to appear on a petition to revoke court supervision. She was also arrested for driving on a suspended license and for no insurance.
July 19 – Ashley Mooney, 18, of Renault, was arrested for retail theft at Walmart after allegedly stealing a box of hair color, one set of press-on nails and four sets of earrings.
July 20 – Police and Monroe County EMS responded shortly before 10 p.m. to a motorcycle crash on Route 3 at Marketplace Drive near the Waterloo Schnucks. The male crash victim was transported by ambulance to an area hospital for unspecified injuries. The Waterloo Fire Department was paged out to set up an Arch helicopter landing zone outside of the ambulance garage, but was canceled because Arch wasn’t flying due to storms in the area.
