Columbia Police
March 26
Jason D. Mirgaux, 51, of Dupo, was arrested for an out-of-state warrant on I-255.
Jose J. Ramirez Celis, 46, of Swansea, was arrested for DUI at 11:13 p.m. at Midwest Petroleum, 1553 N. Main Street.
March 30
Kaitlyn J. Trone, 30, of Columbia, was charged with DUI at 12:10 a.m. on Columbia Centre Drive at Veterans Parkway. Trone was also charged with disregarding a traffic control device, no insurance and illegal transportation of alcohol.
Kyle A. Stocksick, 36, of Florissant, Mo., was arrested at about 5 a.m. for DUI at 480 DD Road.
Emergency personnel responded shortly after 3:45 p.m. to a single motorcycle crash in the area of Southport Drive. Initial reports indicated the driver of the motorcycle was conscious and alert following the crash and sustained only scrapes and bruises.
March 31
Justin M. Lutz, 36, of Troy, was charged with aggravated DUI (third offense) in connection with a March 2 incident during which Lutz was arrested on suspicion of DUI at Midwest Petroleum, 1553 N. Main Street.
Kyle E. Heidecker, 43, of Imperial, Mo., was arrested on a St. Clair County warrant.
Millstadt Police
March 31
Shortly after 7:30 p.m., police received an Illinois State Police broadcast of a reckless driver headed toward Millstadt on Floraville Road. A Millstadt officer observed the vehicle in the 1200 block of South Jefferson Street, observed a moving violation and conducted a traffic stop. Jeffrey T. Ostendorf, 53, of Belleville, was arrested for DUI, improper lane usage and driving while license suspended.
Missouri Highway Patrol
April 2
At about 7:30 a.m., a three-vehicle crash occurred on I-270 northbound north of Highway C in St. Louis County. A 2016 Buick SUV driven by Mark R. Gregoire, 64, of Columbia, slowed for traffic, as did a northbound 2022 Chevy Silverado driven by Constance F. Zimmer, 34, of Columbia, which was struck from behind by a 2010 Chevrolet van driven by Lonnie E. White, 37, of Imperial, Mo. This collision then resulted in the Silverado striking the Buick. Zimmer was transported by Fenton Fire/EMS to Mercy Hospital South for treatment of unspecified injuries.
Shortly before 11 a.m., a 2024 Chevy Equinox driven by Dale E. Grogan, 74, of Columbia, ran off the right side of the road on Route C in Miller County near the Lake of the Ozarks, striking a sign and coming to rest in a ditch. Grogan was transported by Miller County EMS to Lake Regional Hospital for treatment of unspecified injuries.
Monroe County Sheriff
March 14
Donna D. Spencer, 58, of Waterloo, was charged with obstructing the performance of a peace officer after allegedly failing to follow the direction of a Monroe County Sheriff’s Department deputy. Alexis B. Spencer, 19, of Waterloo, was also charged in the incident for allegedly “lunging toward” the deputy to prevent the arrest of Donna Spencer.
March 16
Christopher J. Dale, 23, of Valmeyer, was arrested on Route 3 near Hanover Road for a Clay County warrant.
March 18
David J.P. Mendez-Pichardo, 29, of St. Louis, was arrested on Route 3 at Hanover Road on a St. Clair County warrant for aggravated unlawful use of weapon.
March 24
Jennifer M. Frame, 43, of Columbia, was arrested in the 500 block of Hillcastle Road on a Monroe County warrant for ID theft and possession of lost/mislaid credit/debit card.
March 27
Michael J. Wiley, 51, of Waterloo, was arrested in the 3200 block of HH Road for a St. Clair County warrant.
March 28
Michael A. Randazzo, 40, of Valmeyer, was arrested in the 200 block of East Harrisonville Drive on a Monroe County civil arrest warrant for failure to purge of self-contempt.
Shortly after 11:30 p.m., a 2002 Chevy Trailblazer driven by a 16-year-old Waterloo girl was traveling northbound on G Road south of VV Road at a high rate of speed when it ran off the roadway to the left, overcorrected, and then overturned. Heavy damage was sustained to the vehicle. The driver’s father transported the teen to Red Bud Regional Hospital for treatment of injuries prior to police arrival.
Waterloo Police
March 29
At about 2:20 a.m. on North Main Street at West First Street, Peyton C. Andrews, 18, of Columbia, was cited for unlawful consumption of alcohol. Also cited for this offense were three 16-year-olds and two 17-year-olds, all males from Columbia. One of the 17-year-olds was also cited for illegal transportation of alcohol (driver).
March 31
Adam M. Widel, 19, of Waterloo, was arrested for DUI at 11:12 p.m. on Veterans Drive at Grand Avenue. Widel was also cited for driving without a license.
